Network access agreement
The infrastructure managers and railway undertakings agree on the details of access in a network access agreement. The key components of the agreement are:
- the general terms and conditions for use of the railway infrastructure
- the network statement
- the characteristics of the rail network (e.g. technical conditions of the line, such as curve radii and platform lengths), including capacity restrictions
- the legal requirements and other conditions for accessing the network
- the procedure for allocating train paths
- the services available and charges for their use
- the operational provisions for journeys on the network
- an overview of the service facilities
- the list of services available from the infrastructure manager
- details of the basic, additional and other services available.
RailCom ensures that network access agreements are non-discriminatory and settles disputes.
