Network access agreement

The infrastructure managers and railway undertakings agree on the details of access in a network access agreement. The key components of the agreement are:

  1. the general terms and conditions for use of the railway infrastructure
  2. the network statement
    • the characteristics of the rail network (e.g. technical conditions of the line, such as curve radii and platform lengths), including capacity restrictions
    • the legal requirements and other conditions for accessing the network
    • the procedure for allocating train paths
    • the services available and charges for their use
    • the operational provisions for journeys on the network
    • an overview of the service facilities
  3. the list of services available from the infrastructure manager
  4. details of the basic, additional and other services available.

RailCom ensures that network access agreements are non-discriminatory and settles disputes.
