Legal mandate

As an independent official commission, RailCom guarantees non-discriminatory access

  • to the railway network;
  • to intermodal freight terminals co-financed by the Confederation;
  • to the port infrastructure of the "Swiss Rhine ports" ("Schweizerische Rheinhäfen");
  • to last-mile services concerning rail freight traffic (i.e. rail freight transport services between the railway infrastructure and combined transport terminals and sidings).

In this way, it supports the functioning of the railway market.

 RailCom fulfils this statutory mandate as follows:  

  • As a specialist tribunal it rules on complaints by railway and other transport undertakings. 
  • As the supervisory authority, it initiates ex officio investigations and takes measures to ensure non-discrimination. To this end, it operates market monitoring and surveillance.
  • At the international level it cooperates with other regulators, in particular in the area of rail freight corridors.
